It may be of particular interest to the TEF-Health European Project, which is establishing a test and experimentation facilities network across the EU, and I am part of the team and IPN which is leading the Portuguese node.

Impact on Society The activity aims to significantly contribute to the development and revision of standards, specifically the newly accepted IEEE P1955, which addresses 6G Empowering Robotics, and IEEE P1872.3, which extends IEEE 1872.2-2021 with specific domain ontologies and new concepts related to artificial intelligence, machine learning, and human-machine interaction. Additionally, it will promote the adoption of existing standards like IEEE 1872.2-2021. This activity will actively engage in the creation and revision of new standards, including developing resources, use cases, and technical documentation that facilitate the adoption and implementation of these standards across various healthcare and technology sectors.

This standardisation project will boost the creation of a certification system for biometric solutions to be used in different scenarios. One of the first scenarios to be addressed is the remote identification of citizens using videoconference tools, i.e., using facial recognition with the users’ own personal devices (either computers or mobile devices).

Most service providers are either SMEs or use solutions developed by SMEs, so the definition of that identity wallet will have a major impact on the activities of those SMEs, increasing their workload, and therefore, their benefits.

Many final solution integrators are SMEs, and they are the ones having to convince the final customer with the benefits of using their products. This is typically a challenge of these SMEs, compared to multinational enterprises. This certification scheme will allow SMEs to provide convincing certification, to all different customers, through a single evaluation, closing the gap with big enterprises, and improving their market ratio.

European citizens need an interoperable secure means to authenticate themselves all over Europe, when carrying out electronic transactions.

This standard boosts the creation of a certification system for biometric solutions to be used in different scenarios. One of the first scenarios to be addressed is the remote identification of citizens using videoconference tools, i.e., using facial recognition with the users’ digital devices. But other scenarios will be added during this proposal, such as the use of face recognition in the future EUDI Wallet.

This activity paves the path to the technical definition and implementation of the EUDIW and the services related. It is important to note that by reaching interoperable EUDIWs, the following sectors will benefit:
Service providers and Administrations will find their work easier in identifying the citizen using the service, without acquiring more information that the one really needed. Therefore, the accomplishment of GDPR policies will be easier.
Manufacturers and integrators will have to go only through one set of specifications, not creating products that may not be accepted by the context of eIDAS2.
Citizens will see their identity secured, and privacy enhanced by only disclosing the relevant information to the services being used.

As co-founder of an AI start-up and a consortium partner in research projects involving other SMEs, I am very aware of the importance of clear and simple guidelines that can help smaller organisations comply with regulations. SMEs often lack the resources to identify appropriate methods for compliance through extensive research. This project should therefore have a positive impact on SMEs ability to govern and use data
correctly, and to produce and assess bias in AI systems, thus simplifying compliance with the AI Act requirements.

The bias and datasets standards support the European Commission’s standardisation request two on data and data governance. Such a standard is beneficial to consumers, who can rely on quality products and be protected from discrimination, as well as to regulators and auditors, who will benefit from the fact that AI system developers adopt more systematic approaches to data governance and bias risk management. My work on other standards, such as 23282, supports the SR on accuracy, while 12792 supports the standardisation request 4 on transparency. Transparency helps downstream providers and system integrators build safe systems, helps deployers use systems properly, and assists auditors and regulators in carrying out their oversight duties. Finally, just as I have benefited from the experience of other standards experts in learning about standardisation, I feel it is my turn to give back. Whether as project editor, as head of delegation attending plenaries, or as expert participating in working group discussions, I am happy to share knowledge and experiences with those who are new to standardisation.

The extended ITU-T X.510 | ISO/IEC 9594-11 is expected to be an important specification for cryptographic algorithm migration which is essential in the light of future developments of quantum computers. The cryptographic pluck-in capabilities are also important as they will
ease migration, and they will allow different areas of the world to have their own choice of cryptographic algorithms.Moreover, this standard provideslean protocols with a minimum of overhead providing cybersecurity to other protocols (security by simplifications). This in particular important for constrained devices, like IoT devices.

Every aspect of cybersecurity has a high priority. Access control needs to be timely in place to prevent unauthorised access.

This updated standard will allow users (relying parties) to access certificate information for the whole of Europe and be a significant contributor to the single market. The two priorities selected are cybersecurity and interoperability.
The whole scope of DPKI and the proposed access secure protocols are primarily related to cybersecurity. The proposed access protocol will use robust and trusted cryptographic algorithms to protect the protocols. It is prepared for migration to quantum resistant cryptographic algorithms (crypto agility).
In parallel, any communication protocol is designed for interoperability and the two proposed protocols are no exception. Interoperability is a necessity.

This fellowship is meant to increase confidence in cybersecurity through the convergence of international SDOs and the alignment behind a common international standard which relates both to the market and society.

Impact on SMEs (5th Open Call)
Organisations willing to achieve a resilient cybersecurity system will have to implement an information security management system. The standards developed through this contribution will provide SME and European societies with a comprehensive guidance on how to use ISO/IEC 27001 and ISO/IEC 27002. Moreover, ISO/IEC 27017 will provide SMEs working as Could service providers with a comprehensive list of guidelines to implement when providing services to Could service customers.

Organisations willing to achieve a resilient cybersecurity system will have to implement an information security management system. Within that context, this contribution helps organisations of any size including SMEs to achieve better security and cybersecurity through the use of standards like ISO/IEC 27003, ISO/IEC 27028, and ISO/IEC 27004 that will be revised and developed through this work. In addition, this contribution provides technology organisations with a framework to develop and use secure cloud systems ISO/IEC 27017, edge computing systems ISO/IEC 25545 and raise awareness about security and privacy aspects of digital twin systems ISO/IEC 27568 so those concerns can be integrated at an early stage and achieve security and privacy by design when developing such innovative technology.

Semiconductor and chip technologies are usually defined and created by large organizations. Nevertheless, European SMEs can be also impacted as those are usually the incubators for new technologies before expanding or getting bought by large organizations.

Developing and providing such standards to organisations allow them to implement the EU values and policies in an easy manner.

The fellowship enables meeting the European strategy on Chips act and bolster Europe’s competitiveness and resilience in semiconductor technologies and applications, and help achieve both the digital and green transition. In addition it allows for increased convergence of standardisation makers’ efforts achieving EU policy goals by providing a common standard when it comes to EU and international SDO and reducing time for adoption. Developing and providing such standards to organisations allow them to implement the EU values and policies in an easy manner
