Description of Activities

Annegrit's priority is the Convenorship of CEN CENELEC JTC21 WG 5,  the organisation and project support to work on the AI Act standardisation request for Cybersecurity. This includes a close collaboration with other groups within JTC 21, JTC 13, ISO IEC SC 42 and SC 27 to collect all information of existing and work under development. The main challenge is that JTC 21 and also our WG5 has a diverse structure of experts and knowledge, which makes the work, the effort and efficiency very difficult. In this case, the challenge in addition is the collaboration with other existing standardisation groups within JTC 21 as well as with JTC 13 for Cyber Resilience Act, with ETSI and their view, with ISO IEC SC 27 and SC 42.

The challenge is to align the standards with the regulation but also with the needs of SME and European values. For this reason, the AI Act asked for standards, which CEN/CENELEC is developing.

Cybersecurity is elementary for every digital asset and very important also for AI-Systems as a digital asset to be secure, safe, healthy and respecting fundamental rights.

The proposed activity aims to answer the official EU standardization request for the EU AI Act and specifically No. 8 Cybersecurity. Thrustworthy Metaverse solutions are based on trustworthy AI solutions. Trust and cybersecurity of AI and Metaverse can be ensured with well developed standards from cybersecurity and AI experts with business background. In case of the European Union harmonized standards as presumption of conformity to the EU Regulation are requested, in this case the request is for the AI Act and CRA as an essential fundament for a trustworthy and secure web 4.0 with virtual world and Metaverse with the specific EU focus on safety, fundamental rights, health and data protection.

The AI Act has the goal to avoid or mitigate negative impact on people and society regarding Fundamental Rights, Health and Safety. All harmonized standards for the AI Act support this goal and request of the AI Act including the standard for Cybersecurity specifications for AI Systems.

The sustainable role of DLT is in its ability to bring multi-vendor, multi-agency and multi-domain groups of stakeholders together such as required to tackle greenwashing and mass data verification. The standards require in such diverse areas as fish-farm verification to the development of mass data processing in space (especially relevant to the increasing load from AI systems), has the potential to extract over 15% of current energy use from the global atmosphere. Radical, but attainable schemes like these need rapid standards development to enable their use, so that the impact can be made within years, not decades.

In parallel, and beyond the considerations for the AI Act, I am also including in my work continuous considerations for interoperability aspects, which appear to be key to enable easier entry into the market for European SMEs.

Harmonised standards are the preferred way for SMEs to comply with regulations under the New Legislative Framework (as the AI Act is) as they enable easy compliance with legal certainty and avoiding the need to resort to costly third-party legal support. The work is therefore to be developed with SMEs as one of the important targets. Furthermore, in the particular case of the AI Act, there are extra requirements in the EC standardisation request to consider the needs of SMEs/startups, and the AI Act Article about the quality management system includes special provisions for adaption of the obligations to the specificities of SMEs. In that context, I have pushed, first through comments in ballot then in the working group during comment resolution, for initiating dedicated discussions in that standard on those specificities with key stakeholders, which has proved beneficial even if still limited by the overall under-representation of SMEs in the standardisation work.

My work serves as support to the preservation of consumer rights, by enabling more transparency, comparability, and clarity on the actual performance of AI systems in the market.

My efforts are currently focused on answering the standardisation request that CEN-CENELEC JTC21 received from the European Commission in relation to the AI Act. As the target dates grow closer, it seems that the current pool of experts is not sufficient to answer the diverse needs expressed in the request. I have thus initiated reinforced outreach efforts, as well as onboarding sessions for new experts.

My work serves as support to the preservation of consumer rights, by enabling more transparency, comparability, and clarity on the actual performance of AI systems in the market. Its societal impact also encompasses ethical aspects of AI such as human agency, for which appropriate use of explainability methods is a key enabler. More generally, it benefits the society at large through its interplay with the upcoming AI Act that will impact daily lives in Europe.

My activities in IEC SyC Smart Energy and ISO/IEC JTC1/SC41 allow me to be aware of on-going standards development in the field of IoT and Smart Energy, which is crucial for a SME providing consulting and expertise on innovation.
Additionally, when worldwide standards are better aligned with the EU R&I ecosystem, it makes it easier for European SMEs to make business at worldwide level (less specific development). Finally, when the EU R&I ecosystem, including SMEs, is better aware of the standards, its players can develop solutions which are already aligned to worldwide practices.

Firstly, my company Trialog is a European SME, which is impacted by my contribution. In particular, my activities in IEC SyC Smart Energy and ISO/IEC JTC1/SC41 allow me to be aware of on-going standards development in the field of IoT and Smart Energy, which is crucial for a company providing consulting and expertise on innovation. Also, my activities in the EU R&I ecosystem allow me to share experience based on our R&I projects and to learn from the experience of other projects and actors.
Secondly, the European SMEs from the smart energy sector, in particular those involved in EU R&I projects. Especially, worldwide standards are better aligned with the EU R&I ecosystem, making it easier for European SMEs to make business at worldwide level.

Despite the fact that 95% of industries are composed of SMEs, there is a significant underrepresentation of this organisation's viewpoint on standards development. I am the liaison officer of the Small Business Standards in all the TCs at ISO. I contribute to giving a voice to European SMEs in standardisation at the European and international levels. In addition, to provide comments in the meetings I promote the use of the compatibility test of the SBS and collaborate in the workshops to facilitate the mutual understanding among the industry and the SDOs.

These standardisation efforts support the achievement of the objectives of the Green Deal and the SDGs, as well as the political objectives of the European Commission and support for the New European Standardization Strategy. As a convenor position of a key working group at the ISO level, I am able to promote the European values in standards development. This NIST MDKP PWG GAFB Standard being developed for the New Ecosystem on Multi-Domain Knowledge Planes Driven Networking Era in 5G & 6G presents a tremendous opportunity for the adoption and use of global standards developed in Europe by ETSI in the USA market to steer commerce and open up new collaborations opportunities between USA and Europe stakeholders for commerce and innovation of services and GANA KP Platforms products by industrial players in these markets. This also has the effect of strengthening Europe's position in global standardisation initiatives thanks to the adoption of ETSI standards in the US for global reach and use outside Europe. Stakeholders benefit as follows: Telecommunications network operators/CSPs, Private Enterprises, Government Institutes, SMEs, or Research Institutes can expose network capabilities for use by other authorised parties when available within certain times for specific incentives (e.g., monetisation of the resources usage).

The following objectives of the NIST MDKP GAFB Specification provide unique Use Cases for 5G, 6G and Future Networks:
“Requirements for Enablers for Cross-Industry Sectors End-to-End (E2E) Services Innovation and Delivery Agility” that facilitate the leveraging of dynamic resources and assets availability in various sector domains when they are discoverable for use in dynamic on-demand network(s) and differentiated connectivity services formations; and/or application-layer service innovation, composition and delivery using the newly formed networks and connectivity services or ones already available such that they can serve the needs of the targeted application layer service(s).
New ecosystem on Cross-Industry Sectors End-to-End (E2E) Services Innovation and Delivery Agility (i.e., coined the “MD_KPs_Feds_For_5GnB ” Ecosystem) in which ETSI GANA Knowledge Plane (KP) Platforms (based on the ETSI TS 103 195-2) as Distributed Open Platforms (DOPs) that enable federated Autonomic/Autonomous Networking (ANs) should play role as anchors for the ecosystem, together with DOPs on the higher level, namely: Service Federation Orchestration & Autonomic Management & Control Platforms that dynamically place demands for differentiated and federated network connectivity services on the GANA (KP) Platforms.

This NIST MDKP PWG initiative presents a tremendous opportunity for the adoption and use of global standards developed in Europe by ETSI in the USA market to steer commerce and open up new collaborations opportunities between USA and Europe stakeholders for commerce and innovation of services and GANA KP Platforms products by industrial players in these markets. This also has an effect of strengthening Europe's position in global standardisation initiatives thanks to the adoption of ETSI standards in US for global reach and use outside Europe. A New Ecosystem is emerging from the NIST Specifications which have potential to reduce Carbon Emissions, thanks to Nework Sharing.
