The Data Act applies to the group of holders of data (not only but also SMEs) acting on the European market irrespective of the place of establishment of those manufacturers and providers.

Impact on society:

Since the addressed existing or to be developed standards enable particularly semantic interoperability across the IoT, they also provide cross domain and cross-vendor IoT semantic interoperability for exchanging data with common understanding of its meaning. This will become increasingly important as greater quantities of data are generated and shared across the IoT. It opens new market opportunities in the domains of e.g. Healthcare, Smart Grid, Smart Metering, Intelligent Transport Systems, Industrial Automated Systems, and Smart Cities, which depend on collecting and processing data. With that, it directly supports the strong European goal of the “digital single market”.

Beyond the immediate deliverable of a published Technical Specification, this standardisation activity is expected to generate structural, longer-term effects on how product and service data circulate across the European IoT and data economy.

  • Technological impact.
    By extending the SAREF ontology framework, TS 103 410-6 establishes a reusable, machine-readable semantic layer that other technical committees, data space initiatives and product-adjacent standards can build on rather than re-invent. Over time this reduces the proliferation of incompatible, domain-specific data models and creates a common semantic backbone that supports emerging technologies — AI-based analytics, digital twins, predictive maintenance — which depend on consistently structured, well-described data rather than raw, unlabelled data streams.
     
  • Economic impact.
    Semantic interoperability lowers the marginal cost of connecting any two systems, because integration effort no longer needs to be repeated bilaterally for every vendor pair. This has a compounding effect as adoption grows: each additional SAREF-compliant product or service increases the value of the standard for all existing adopters (network effect), gradually shifting integration costs from a recurring, per-connection expense to a one-time compliance cost. At EU level, this translates into a more liquid, better-functioning single market for data-driven products and services, directly reinforcing the Data Act's objective of default, structured, machine-readable data access.
     
  • Societal impact.
    Cross-domain semantic consistency (Smart Grid, Smart Metering, Intelligent Transport, Healthcare, Smart Cities, Industrial Automation) supports data reuse across sectors that were previously siloed — e.g. energy consumption data informing mobility planning, or building-sensor data supporting healthcare-at-home services. This kind of cross-sectoral reuse is a precondition for the kind of large-scale, evidence-based public-interest applications (energy efficiency, ageing-in-place care models, urban planning) that individual, proprietary data silos cannot support.

Specific benefit to European SMEs.

  • Market access: Because ETSI specifications are openly available and not encumbered by proprietary licensing, SMEs can implement SAREF-based interfaces without negotiating bilateral integration agreements with large manufacturers or platform operators — a cost that disproportionately burdens smaller firms.
  • Interoperability and reduced lock-in: A common semantic vocabulary allows SME products to interoperate with dominant platforms on equal technical footing, reducing dependency on the proprietary APIs of large incumbents and lowering the risk of vendor lock-in for both the SME and its customers.
  • Innovation capacity: Standardised, structured data lowers the technical barrier to building value-added services (analytics, aggregation, automation) on top of third-party data, allowing SMEs to focus R&D effort on differentiating services rather than on bespoke data-integration engineering.
  • Reduced barriers to scaling across the single market: Since the same semantic model applies EU-wide, an SME does not need to adapt its data interfaces for each national market or sectoral customer base, directly supporting cross-border scaling within the digital single market.

Collectively, these effects support the EU's broader digital and data-economy policy objectives — including the Data Act, the Digital Single Market strategy, and the 2026 Multi-Stakeholder ICT Standardization Rolling Plan — while placing European industry, and SMEs in particular, in a stronger position to compete in a global IoT and data-services market increasingly shaped by non-European proprietary platforms.

Value of Research

My fellowship contributes to analysing the ICT (IoT) Standards landscape in order to find gaps to be filled by future standardisation work and also to identify existing standards, which manufacturers and service providers of connected products or related services may apply in order for their products being compliant to the new Regulation (EU) 2023/2854 (European Data Act).
