Congestion Control Invariants discussion started at the IETF

A new Internet draft is available at the CONGRESS WG at the IETF discussing the idea of Congestion Control Invariants, that is mechanisms that several CCAs implement and that would benefit from a common specification for all CCAs to improve their interoperability.
